The Church Handbook of Instructions (CHI) is a manual given to bishops, stake presidents and branch presidents of the LDS Church. Normal members
are not allowed to own copies of this book and many are not aware of its existence.
The Mormon Church is very careful to restrict access to the Handbook. It is given to bishops, stake presidents, and various church leaders. When someone leaves their position they are to give the manual to the next officer. When a new edition is printed the old edition is to be destroyed.
The LDS Church has copyrighted this book, therefore no website is allowed to publish in its entirety the CHI. However, under the "fair use of copyright", portions - though
small, may be quoted. The LDS church has sued those who have published this manual online. A quick check of GOOGLE however you will find a copy for yourself.

The CHI is copyrighted by an internal company within the LDS Church known as "Intellectual Reserve".
